The primary reasons to generate arborist reports for individuals or businesses are either an encroachment into a forested hillside for purposes of urbanization or to develop property within the infrastructure of an urban setting that has existing trees upon it. Arborist reports may also include a casualty loss to existing trees due to vandalism or storm damage. Casualty loss most significantly reflects a reduction in an owner's property value.
The arborist providing the report must understand the needs of the client yet maintain the responsibility of protecting the trees under his or her care. Oftentimes the necessities of a project may be too intense for the survival of a given tree. In this case, the arborist must be able to formulate fair and reasonable mitigation procedures.
It takes a skilled arborist with years of education to understand the impacts that trees might receive from certain developmental projects. Trees are complex organisms but not nearly as complex as the forest system from which they have evolved.
